他曾是中國男足的主力中衛 ，也是杯官1976年中國隊首次參加亞洲杯取得季軍的功臣之一 。
1978年 ，戚务他掛靴開始執教生涯 。生庆生從青年隊到國家隊，率中一步一個腳印踐行著自己的国男广岛執教理念。
1994年 ，足夺他正式擔任中國隊主帥 ，亚洲亚运隨後率領中國男足連續擊敗西亞勁旅伊朗和沙特 ，杯官並在廣島亞運會中奪得銀牌 。戚务這也是生庆生截至目前中國男足亞運會曆史最佳戰績。
